Depending on how the program manager phrased this… see if there any options for malicious compliance.
It does sound like a toxic environment. I know getting a new job is hard.. very hard right now. But you might get some stress relief by applying for jobs. You are taking a step to fix the toxicity at work.
Wow. That sounds like an overall culture problem within the company. Burnout is definitely real and the fact that this person said it's a mindset issue tells me they don't care about the wellbeing of their employees. I would definitely keep my options open and start discretely looking for a new job, or if you like the company overall look into a transfer to another department or office if available.
