Does she have the ability to consult a lawyer?
Unfortunately no
Some of this would come down to what the contract says. If she signed up for a bad deal, there's probably something in the contract about terminating it. But if she wants to go to another agency and bring her client with her, that could get complicated.

Travel agencies protect themselves from these scenarios. She is likely able to break the contract with some sort of fee but with the understanding she cannot work for that particular client/clients for a set period of time.
Do you know if she opted out of receiving benefits or if she is receiving a stipend? Depending on her agency's contract language, she may have the flexibility to switch agencies but will probably need to justify why. She should re-read her contract and consult with legal representation if needed.
