We did zoom last year and it was a great turn out. I had also attended several zoom showers. What makes them better are personalized games that are either about the parents or involve the guests. Like guess the baby (ask guests to send baby pics to host) or which parent will be more likely to xyz. Etc good luck!
We did zoom. Since it's so cold, plus the covid craziness- we weren't comfortable & didn't wanna take any chance. I'm high risk so couldn't justify taking any chances.
I have also thrown a virtual shower. Let me know if you need some ideas :)

In the same boat as you, OP! If the numbers get better, might have a hybrid of a small number of people in person (likely masked) and others virtual. It’s hard because I know my mom is excited for a shower (it’ll be the first grandkid) and she’s had a rough year with health issues so I’d love her to be able to participate but the risk is always a factor.
I’ve heard of drive-by showers too, where people can come say hi and drop off gifts/pick up goodies if you can swing that. Probably they would come to your door since it’s cold haha.
Had a shower at a restaurant in a private room with 64 guests. No masks, we didn’t ask about vax status, only that if one had a fever or was vomiting from any ailment that they decline attending. No one got sick.
