Tax LLM: Accept offer for market paying DC firm or roll the dice at TIP for an offer in NYC?

I want to live in NYC but I got a pre-TIP/OCI offer for a market paying DC firm. Everything is great about it except I would like to live in NYC. I got around a 3.6 gpa first semester and I believe I have good credentials so ill be shocked if I don't get an offer from TIP but who knows in this economy. Thoughts???
