If your (E/G)CD on the new team is a new manager for you, talk to them about when the transition will happen. Start getting onboarded so the process is moving along. The new backfill is not their problem.
If your current (E/G)CD oversees both teams, definitely talk to them about when it will happen. They, not you, are responsible for the backfill person. Get off of that team and let the new person fall on their face.
Second this, your CD is responsible for this person. You’re responsible for onboarding them and passing on anything helpful to get them started but you are not responsible for their performance.

Have you tried a 1 on 1 meeting with the person? Ask them what specific problems they face and help them succeed.
