Read read read. Plenty of books out there that will give you the basics and then it's a matter of chasing all the rabbit holes (Bernard Marr has a bunch on Data Strategy, books on Governance are plentiful, CDO playbook). Strategy is a nebulous concept based mainly on experience rather than a skill you can learn (like any of the technical data skills). Your company should have decks that outline basic playbooks and company frameworks in Data Governance, Data Management, Data Quality, Metadata Management, Reference & Master Data Management, Data Privacy. Gather them and go through them again and again to see how they relate. Familiarize yourself with the various operating models and why companies of different maturities will have different org structures. Read up on the concepts of Data Ownership and Data Stewardship (book by Plotkin) and why they're so important. If all of that seems too abstract, go to the DCAM website and look up the outline structure of their framework, or read the DAMA book.
Strategy is assessing where a company is at and drawing up a roadmap to get them where they want to/ need to be. That roadmap will break down into key activities/initiatives that will align with the companies strategic imperatives (read various governmental data strategies that are out there -Australian government has a great one) and align typically with the concepts of People, Process & Technology. Your frameworks will be what the company will follow in each of those data areas to implement structure and move themselves through the roadmap and up the data maturity curve before they ideally revisit the strategy in a few years
