I wouldn't worry as long as you've been filling the time with something productive. People understand, they look at what work was done, how many others are sitting the same way etc., for example as a Consultant 3 I spent about 35 of my time on BD work and pursuits that just didn't pan out. The SM I worked with was let go though, I suspect for not bringing in the business.
70 is not a bad utilization figure. It depends on the level. And guys, laying off someone depends on lot of factors.
90 is my target and I'm at 104% 💁🏻♂️

Utilization is not a particularly helpful metric. I'm glad we track it but really only to flag outliers on either side. Actual % is mostly out of the hands of staff thru first year managers, but if someone is way above target or way below its worth looking into more deeply as there could be an actually important reason (good or bad) behind it
Know a senior who got promoted to manager with utilization in the 40s lmbo. Really depends
