There's plenty of HR and psychological material out there that indicates ranking employees against each other can be awful for morale and promote a hostile work environment. This is clearly evidenced in PA with constant back biting and tossing others under the bus. But PA is also a unique environment because of it's up-or-out approach to career progression. Ultimately it kinda just freaking sucks.
Fairness doesn't exist in PA
It's not fair, but that's life. Life isn't fair. There are politics in the business world just like there are in every other aspect of life. This is only further exacerbated in large companies like the B4. Learn how to play the game and maybe one day when you rise high enough in the organization you can change the rules.

The rating system is kinda stupid that way.. no incentive for any single person (top - down) to represent another's skills/capabilities accurately.
It's highly clique-oriented. Sadly, given the extremely competitive nature of the job, I don't think there's any other way.
Doesn't matter what the managers think, partners make the final decision
Agree with EY1. All indicators (and all REAL companies) have done away with ratings...But alas the only changes we make are "different technology", but still the same, terrible process.
