Amex charge cards (green, gold, platinum, black) historically have had very high APR’s for carrying balances, since they’re charge cards rather than credit cards. So the expectation is that you pay your Amex balance in full every month. Pay over time offers you a better APR than the standard to allow you to use your charge card as a credit card. But it’s still a bad deal and you shouldn’t do it. If you have a large expense coming up that you can’t cover in full, you’re better off opening a 0% introductory APR credit card and putting the expense on that. (Though you should really consider if you can afford the expense in the first place)
