I read this as percentage of cash to keep in your portfolio to buy dips. Seems others read this as percentage of cash to keep for emergencies.
You're correct.
Whatever you think you'll need in the next 2 or so years should be in cash or cash-like assets (e.g. money market). Emergency fund, down payment, tax payments, etc.

I should've been more clear, sorry. My emergency savings account is already fully funded. Plus, I DCA invest. I meant for times when the market takes a dip. Not timing the market, but seeing what's reasonable to keep in cash for when I can invest "at a discount price". I still plan on DCA.
