Also you usually get OT as a junior. 55 is the most I've ever heard of.
Negotiate only if you have something to bargain with. Meaning, if you have a slightly better offer from another place (be it in terms of money, or benefits, or whatever) then use that as leverage to ask for more. If you don't, you can still bluff and say you do. But in that case, make sure your bluff is believable, and be prepared to walk if they call it.
Always always always negotiate up. Even if it's 5k. It pays off long term in your career. If you don't, Cindy Gallop is sad.
That OT law was Obama era. I believe base salary up to something like 47k before it didn’t apply anymore. But I read that Trump opposed it and a federal judge struck it down. I agree with 72andSunny 1. Don’t be obnoxious. But salary history matters. Every little bit helps in the long run.
If they won't budge on salary, negotiate for more vacation days. I also knew one dude who negotiated to have his annual review six months after he started. He busted his ass and they gave him a raise.
I had offers raging between 55k and 70k as a Jr. in 2012
What can I say, @RGA1. Some of us graduated with better books. And having past professional experience before ad school helps too. Not to mention awards & press. That said, I ended up trading the 70k gig for a less paying but more creatively rewarding job. But having that offer helped me negotiate for a better salary at the one I wanted.

RPA also gives juniors OT, though their base salary is very low.
50 in LA so maybe 55 in NY.
We pay juniors OT.
55k plus OT.
These are the ranges I’ve heard, including myself and Friends, 45k to 65k.
