I always bring it up pretty early on if they don't have a salary range indicated. I don't want to get through several weeks of interviews just to find out that they won't even get close to something I'm willing to work for. But if the range is decent, I'll wait till I get the offer.
Believe standard protocol is:
1) align on expectations in very first call (HR screen); if comp is way off why waste your time (and theirs)
2) once you navigate interviews and responsibility for the role, come up with a number that you think is competitive (use fishbowl and other sources)
3) if the offer is off, then express gratitude and request consideration for $_.

It's good to bring it up in the first interview if it hasn't been made clear to you already. There's no point in wasting time talking to people if the salary range wouldn't be acceptable. By the time an offer is made it's probable you'd have a reasonable idea of what's coming.
