"Poaching," as I understand it, means you were uniquely singled out, aggressively courted and hired away from your previous employer. If I read your post correctly, it sounds like you were never poached, you were just contacted by a recruiter who didn't care that you were already employed.
Honestly, that's most recruiters. It's easier to find candidates by searching for their current job title.

You didn't get it for a reason. That reason still exists
It’s a numbers game. A cattle-call. No different than casting. Throw 100 and hope one sticks. It’s nothing personal (though it may feel like it). It’s just the nature of the beast.
Recruiters reach out to you when they have an open role you may be a good fit for based on your experience. Even if you were referred by someone internally that does not guarantee you will get the job. If you were internally vetted for that role and they didn’t think you were a good for them you wouldn’t get the job and also likely wouldn’t be considered when another role opens up. In my experience poaching means you were hired by a former coworker at their new company. This doesn’t really sound like the case here but maybe I misunderstood?
Not cool for the recruiter to not get back to you though.
It’s not about the job it’s about reestablishing communication.
Don’t take it personal.
Send a follow up, maybe two if needed.
Did they reach out to you about the 2nd role opening up?
Nope, just the 1st but she posted about the 2nd role.
Because “poached” is the recruitment equivalent of click bait.
