I’d start by identifying some online courses or boot camps you could take to develop the most important skills for the role. Maybe Udemy or Coursera would have something?
I'd second this, and find some good open data sets to start practicing and showcasing your skills
Any infrastructure experience or knowledge you can get should help.
Same way anyone gets any promotion. Be really good at your job, and sell it. Probably leave your company because nobody promotes from within
