Are there areas outside of meeting qualifications that tech recruiters or hiring managers look for in applicants on paper? I feel it’s still tough getting pass the first look even with supplemental information like cover letter, developer links, samples etc.

There are many people who can see doj in "offer and day 1" section in iBegin portal (even those who have doj in July).
But I cannot see..

I’m wondering if many of these jobs are posted for internal hires, but some stay open for weeks. What gives?

Hi fishes, my friend recently had a bitter experience with Dish Network. So her profile was shortlisted and they asked few questions over email. It did take good 2hrs to answer and she replied back. HM said we are good to go for interview and sent an invite. On the day of interview nobody turned up, neither they gave an update later. She did follow up for a couple of days but no response. Is there any reason why this happens ? Me being in HR field felt this to be a little unprofessional.
