JPMorgan Chase recently introduced a policy change to increase the notice period to 60 days. I'm a 602 and resigned recently and yet my LWD is showing up as 30 days from now. First, you should now EVERYONE in tech is having a difficult time finding positions right now. Many jobs are getting upwards of 100 applications, many from people with excellent experience and qualifications. I doubt your failure to get much response from your applications is about you, it is about the current job market.
Second, as someone who only has private sector experience, I often find those with some federal experience have certain advantages. For one thing, if you have any level of Security Clearance it can be helpful for any company that does Gov contract work. If I were you, I would focus on companies with government contracts, if you do your experience (and clearance, assuming you have one) will actually give you a boost.

Go to Govt contractors position and they will value your public sector experience. There are many private companies who wants to do business with public sector but lacking insider know how and you will be great value.
You can also jump to consulting with public sector focused but they tend to pigeonhole you so use that track with caution.
