Which one to choose between Optum and Tiger Analytics for Data Scientist position? Where can I expect better data science domain expertise (In my previous companies I found very less understanding of Data Science practices as team)? Heared good things about both of these. Also hearing Tiger is expanding rapidly and getting some crap projects as well in the name of data science. Could someone put light on these things?

The unlimited PTO has worked well for me. I have had 0 issue getting over 20 days per year approved. I've never tried to go 25, but it should be fine. Nobody in advisory that I know has ever gotten pushback on PTO. Maybe people in tax/audit tried to take off time during the worst part of busy season?
401k match is unremarkable. Healthcare benefits are below par, but not intolerable if you're single and healthy. I would not want to be a parent with GTs health insurance marketplace options!

Not as good as big 4. They switched to a private healthcare exchange this year and overall my plan is not as good as the prior year though this may be anecdotal. I would rather have regular PTO than the FTO (flexible time off) that we have as (1) gives everyone a baseline on what’s an acceptable amount of days to take off; and (2) I can get paid for any days I don’t use (upon termination). People touting how they don’t have to worry about using up vacation time to go to the doctors and stuff is all kool aid b/s. If you needed to go to the doctor under the old PTO plan, if you talked to your team they would just let you go anyway and you would just make up the hours later and didn’t have to worry about putting in a request for time off anyway. 401(k) match is also pitiful. Missing a lot of other perks as well like an allowance for fitness equipment.
