Any idea when we get relieving letter/service certificate from TCS?

My LWD was 16th September and I received FNF 10 days before. Also got initial release letter on my LWD.

I see so many issues in this organisation.
When I joined TCS after 5 days of joining they used to mail me every week for 5 continuous weeks and asked me every time for previous organisation relieving letter.
But they themselves don’t share it and delay a lot.

Am I being paid competitively? I have been the Onboarding Sup for my HR dept for over a year now and I’m being paid the state min for salary, which for CA is 62,400. I have not gotten a merit raise since the last 2 January’s, the state raises the threshold for salary folks. My company says that was my raise. Is this right? Is HNW tax a trap? It's my strongest skillset (including the soft-skills aspect of dealing with those clients) and I got appoached for a job that focuses more on HNW, but I don't know if it's a good idea to focus in on that direction at my career stage.
