The penalty is that you get taxed on the withdrawal as if it’s ordinary income, plus an additional 10%. Plus, you lose all the future benefits of earning interest on that money. You’re better off taking out a personal loan at a 5-7% interest rate or, worst case, taking a 401k loan because at least there you’re paying yourself back with interest.

I imagine there is nothing stopping you from doing this as long as you're prepared for the penalty. But there are probably many better options. Like saving up (with our salaries $4k should be easy to do relatively quickly) or taking out a loan.

Why wouldn't you be able to just move your IRA to another institution by transferring the funds? Probably need to put go from investing the money to putting it in a brokerage account. Then you have to initiate the transfer from the Institute you want it to go to I think. If they can't do a direct transfer, it should be a check that you have to deposit within a certain timeframe before it gets taxes.

Definitely look into the process to see what's possible before getting needlessly taxed.

Also, along those lines, you check out the rules on when you can withdraw funds penalty free. Might be better to use the money for education or health insurance premiums if you can. Then the money you would have spent out of pocket on that stuff goes into savings instead.

No. You can only withdraw tax-free for future education expenses for yourself or a dependent, or in some cases for a down payment on a home (1st time buyers only, I think), and possibly for medical expenses (but not for premiums if you’re able to get coverage through an employer’s plan).
