You could just put passed CISA exam on your resume, I think CPA people do that before they get the years of experience

I would put down any exams passed or certifications owned. Unless you're applying to something where the CISA isn't relevant, having exams passed vs. being officially certified are the same thing to employers.
I was going through a rotation process at my firm and their practice asked me "are you a CPA or have your CPA exams passed?" For them, CPA was a requirement to rotate, and the question made it obvious that passed was just as good as certified.
Absolutely. I just got hired at a new job in part because I had already passed the CISA, and had other interviews/recruiters reaching out specifically because I advertised that I had passed the CISA exam.
