Hire me instead, please? (I’m industry, director of ops. Title is misleading as I’d come in at associate level)

Well, during last year or so, level has drooped significantly.
Mediocre hires due to turnover and growing business.
Soon everything will level up, and the unworthy will be back to other industried

I wish I could fire my boss too.

I understand your frustration OP but here’s what I will recommend (instead of getting your BP high) - set the expectation clear with the individual and tell him the role and what all he needs to do. And if he continues the way he is, start documenting. For you even to go to HR for PIP, you will need documentation to support. Hope your situation resolves soon!
Thank you! That’s exactly what I’m doing right now.

Just fired someone meeting that description

Hi OP, I bumped into someone matching that description once and oh my lord!!!
Honestly eye opening to see so many similar experiences here. I’m not saying my team member is unique but didn’t think that these characteristics would match as frequently as they are.

Are you, as the manager, giving him the feedback he needs? Coaching him on these issues?
A huge disconnect between performance and perception sounds like you aren’t.

I’m sure you’re feeling frustrated and I have been in a similar situation OP. I wonder if you’ve had very big picture conversations with him, not of the “this is working, this is not working” type, but actually “these things are problems and you are not meeting the expectations of your role.” Not asking as criticism but because I think people can confuse those two types of conversations, and I’ve found some need the extreme directness of the latter to “get it.”
