2) Are MBA Summer consulting internships a good idea, or should I do a school consulting project and apply as a FT hire?

Desperately want to get into healthcare strategy consulting. 13 years of healthcare clinical experience including project work. MBA. But keep getting told by recruiters that I don't have enough experience to be a Consultant or Manager but that I have too much experience to enter in every level such as a Senior Associate. I’m an immigration paralegal but I have an MA in human rights. I’ve been working at my org for 2 1/2 years but I don’t see an upwards growth for me unless I go to law school but that is really expensive and it’ll take a few years.
