Promotions are given based on performance. Someone can tell you anything in an interview. Fact of the matter is when you get in the door and you don't perform then all bets are off.
I'd be willing to bet that "the firm had a bad year" wasn't the only piece of feedback given to you. You just heard what you chosed to hear.

Yeah D2...and you just may not have been the right person they wanted to promote that year. It is not all performance.
What was your hire date op? There's a lot of this going on at EY right now. You aren't the only one.
1 year to senior seems too soon. I would say 2-3 years.

I was hired 10 months ago as staff2. Counselor says I'm being promoted. No official word yet. Keeping fingers crossed.
The firm did have an off year and there were less spots for promotions so people got ranked and those at the bottom of the list didn't make the cut..no one can ever promise you a promotion..
You probably suck and don't know it.
i don't think it is necessarily performance based, they probably just led him on and then weren't able to negotiate it when the time came to make decisions within the office.
I wish you could go behind the scenes and listen to a performance review meeting. People are given many chances, we talk about ways to mentor lower performers and get them work in areas of need. Our people are our most important assets. We don't mislead staff people after we spent a lot of money to recruit you. Public accounting is a tough business and completion is fierce. The things you don't like are more frequently consequences of the market not some predetermined plan to screw people
I doubt it was predetermined just poor choices by management to make premature empty promises. happened to me so it does happen.
