Everyone is being very positive here. OP I'll play devil's advocate. They get a kick out of rejecting candidates twice so they do it once by email and then again over the phone. If they really hated you the department head will stop by your house the day after a call with a gift basket. S/he will tell you it was all a mix up and that they will be in touch the next day. You will go back inside open the gift basket and find a 3rd rejection notice within
OMG OP! Did you call the recruiter yet???
We do this. Our stupid recruiting system (which I think is an IBM product that we probably did not configure super well) will automatically send a rejection email if you move someone to a new role or new location. I have had many “sorry about that” conversations with candidates.

Bottom line: Is this an offer call or a rejection call?
