Unless you plan on asking for multiple raises within the same year - which seems rare - I don’t see the big deal.

ACD1 is being a bit liberal with their legalese, but the spirit of it is sound. Any contract can be amended if both parties agree to and sign the amendment.

Yes, because that’s common.
I think of it this way: your raise should be a reasonable reflection of your contribution to the business. If the raise is right, it seems unreasonable to think you will grow in the role fast enough to add value sufficient to warrant another increase within a year.
If the raise doesn’t reflect your value now then negotiate.
The idea that multiple raises every year forever is completely unrealistic and a bit naive.

Consider yourself lucky. And then remind yourself that merit cycles are annual.
Accept the raise (no alternate to that really?) and maybe start looking. 2 years with no raise, not even a COL adjustment isn’t great.
