If you have great support in KPMG and you like people you work with, you should not change jobs for a few months of incremental raise. Establishing your network at Deloitte will be very hard. Try to get KPMG partners to put their promises in writing. The only reason I’d recommend switching if you have nothing to lose at KPMG.
I think the incremental comment was related to the money lost over the 3 months while waiting for KGMG to do their raise vs taking the new offer today. It's still good money, but small compared to the effort of starting a new network.
Discussion about KPMG actually holding up their end of the bargain are of course a different conversation.
Get that ish in writing.

You’re obviously more intrigued with the offer at Deloitte as you’ve already done the whole song and dance. You’ll have to build a network anywhere you jump. You may just feel too comfortable to leave the known for the unknown.
Jump and find out for yourself. If you truly have the support, they’ll wish you the best and welcome you back with open arms should you choose to.
I would take it no questions. They won’t match it. In fact you will be seen as you can be bought by comfort. Trust me jump. Plus D will add more to your resume.

OP I’m surprised that they are still talking. I’d be worried if they bought time to backfill your role in while you spent time thinking about your decision

Anything could happen between now and later this year and you can't go back in time and undo your decision to jump.

I was in a similar situation and I left. There's no guarantee you get your raise. A partner by him/herself can only do so much. How would your team feel if you get such a big raise vs them. No management can justify that. If anything they'd loose the entire team as opposed to just one person. If you turn down this offer then and you don't get the raise you want, you've basically burned two Bridges
So basically the company you’re loyal to can’t help you for another four months but a random new guy is giving you that bump right now?
You’re also hearing this from partners who are usually bringing in 300 K plus?
