I would be very careful to explain away sub-par performance, based on a health-related issue, without involvement from HR.
- Was their performance fine prior to his COVID illness?
- Is this based on a medical diagnosis of COVID or self-reported?
- If they’re struggling to perform their duties as a Manager, what’s happening with their team and client obligations?
I’d strongly recommend involving HR to discuss what accommodation or LOA/STD policy may be helpful here.
They may need workplace accommodations - or even a disability leave.
Thread carefully. I got put on a PIP once that I thought was unfair due to going over-budget 1 bad project after 15 successful and under-budget projects . Called my director and resigned 5 minutes after I got the email I was going to get put on a PIP as I viewed it as unjust. She didn’t want me to quit. This can backfire.

A PIP is unofficial middle finger to an employee. Depends on whether you care or not if they quit.
Yes, absolutely engage HR to protect both you and the manager.

The Manager needs to approach HR for an accommodation first. The firm may not be able to support accommodations that meet their needs.
Also, the accommodations may mean the project isn’t a fit for them and it would allow them to naturally roll off and find something that does fit.
Let this play out a bit first.
So I had this and literally there is nothing they or you can do. The brain fog and cognitive challenges took 15 months to stop. It took a long time for me accept what was happening. They are likely trying the best then can and are very frustrated with themselves. If they were performing well prior, I would cut them a break. They just need time.
