Music, I play music in the background and will catch many of them singing, but working constantly. One day I threw on pandora and whatever station is was playing Neil Diamond’s Sweet Caroline. All the kids belted out the chorus, we laughed so hard, it really was excellent and raised to energy and mood of the room.
Assign a set number of problems and make them turn it in at the end of the class regardless of completion and grade as is. More talking = less problems done, less talking = more problems done.
Maybe you could give them more group guided work for the classroom, and then assign problems for them to take home? Mind you this year my students rarely take homework home since I do give them class time to work on it independently, but I was having such a problem with cheating that I wanted to make sure they are understanding while still in class. Just me walking around usually keeps them on task.
Hold them accountable if the aren't doing. By either simply correcting and sending home or If they don't do, then this (whatever it is)
If they finish too quick make adjustments.
I would first speak to them and let them know the things you notice, and ask for input on what to do. Limit ofcourse. This way they feel involved, and your communicating. They might just be testing boundaries.
Give them a class participation grade, just like an employer wouldn’t pay them to chit chat with friends, they can’t get full credit if they did not work the entire time
