HCL Technologies offer being delayed and recruiter keeps saying that there's a problem with their "Offer release portal system." I have already stated my issues with relocating until after I have the offer signed and ready. The project is supposed to start on the 19th and I'm supposed to join before, or on that date. It's already coming up soon and I don't have the official offer so that I can confidently start the relocation process. Has anyone else recently dealt with this?

Assuming you’re referring to the federal mandate, not one specific to your employer, hopefully not—note that it’s been many days since Biden made that bizarre announcement, and not a word since then. Personally I think he was just stirring the pot, creating a bluster.
With regard to being judged, well maybe this is me personally but I don’t give a f*** about the opinions of such people. But if you’re working with such people, hopefully they’ll be tolerant and inclusive enough to accept your situation, and if not well then it’d be their loss if you left due to the hostile work environment they would’ve created.

Yeah it’s funny how all these ‘haters’ of peoples ligit religious and medical concerns won’t own up to the fact that Biden’s announcement - it’s been crickets since then. We were told testing may be an option after all. How does that come out 2 months after he said that would not be an option for some. It’s just disgusting people turning a blind eye to the way they are going about this forcing companies into knee jerk reactions that they were otherwise not going to do
Why don't you ask your company / HR these questions?
It's possible they may only require regular testing to be in person, but also if you aren't vaxxed they may view it as a safety issue keeping you out of the office since vaccinated people can still transmit and you are most at risk if you get sick.
Our job doesn't necessarily require you to be in the office so people don't have to know why you aren't there if you don't tell them and you can choose remote only clients /projects.

Medical exemption or not, it doesn't exempt you from increasing the risk of transmission to those around you. Unfortunately for you, and those in a similar situation, things won't get better until the rest of the population steps up and gets vaccinated. Herd vaccination thresholds are where the science overcomes your exemption and keeps you and everyone else safe.

OP with a documented medical exemption, I’d hope you’ll be okay. You may have limited access to office/client site or be required to submit negative tests, at least until case numbers in your area fall below a certain threshold.
I certainly wouldn’t judge you harshly. It’s not like you’re voluntarily unvaccinated or trying to use some phoney baloney religious exemption. Protecting people like you is one of the reasons everyone who *can* get a vaccine should.

SC1 Christian Scientists are the only faith that rejects vaccines on principle, while the leaders of others are actively encouraging it. Sure, some random rabbis or evangelical preachers will discourage it, but that doesn’t really warrant respect. As a matter of doctrine, support for vaccines is generally there, so it’s less a sincerely held religious belief and more individuals using religion as the oracle for a personal decision (kinda par for the course for evangelicals, to be honest).
On matters of public health, it’s also irrelevant what parents and family think, since they usually don’t have an opinion that carries any scientific/intellectual weight. It’s basically the same category as a person who chooses not to get vaccinated after “doing his own research,” i.e., not worth engaging since ignorance isn’t the equal of knowledge. Pretending otherwise is how we get situations like OP, who has an actual medical exemption, being afraid of perception and not yet protected by herd immunity.
Out of genuine curiosity, what requires a medical exemption for the vaccine? Just trying to educate myself

My mom has a heart condition and has been told by several doctors to not get vaxxed. My dad, on the other hand, has gone to the hospital twice in the past for unexplained harsh reactions to different vaccines, so he was also told not to get this vax.
Your employer should allow you to do regular testing if you’re not vaccinated
If your employer is planning on following federal guidelines (whenever those details come) then that should be the case. I really haven’t heard of any companies that are not allowing any sort of alternative like testing or mask wearing
So many questions. 1. I don’t know. My two cents is you probably will not be able to go in initially but in a few months you can. Client site is a it depends. 2. You will always be forced to use zoom until the end of your career, no escaping that. 3. F*** haters Aren’t your employers requiring it only unless you got a medical exception? If that’s the case, they will just assume you fit that bucket.
Do you lie, act like a bigot, and overall are selfish? I don’t know you but I wouldn’t peg you to be any of those. If someone thinks that, let them. Just focus on delivery. A silver lining is you might not have sales targets. If you did, not being able to dev relationships would hurt reaching that goal
I think it likely depends on what you feel comfortable with - are you ok with going to client site? If so, no need to do anything additional and if asked for any card, just show the exemption and testing results as needed. If you prefer not to go to office as much or in general, probably bring it up with a project lead or career coach you trust for their advice. There are some wonderful HR people out there as well, if you feel comfortable sharing that update with one you trust.
You will be good, hopefully people will just be happy to see you in office. If asked, I would just reiterate that you're not but you're covid negative like it's no big deal. I would think that people have too much to do to care that much about anyone else's health status.
