JPMorgan Chase recently introduced a policy change to increase the notice period to 60 days. I'm a 602 and resigned recently and yet my LWD is showing up as 30 days from now. Anyone recently resigned can confirm if they are facing the same or new policy is in effect. This is causing confusion with the next companies I'm interviewing with.

I would follow up. A month is a long time and I would have expected to hear something by then.
International rotations are really competitive. That long means you didn't get an offer most likely.
This is for an international rotation at a big 4
There are typically very few spots and a lot of interest.
This is not internal rotation but a different big 4 and usually big 4s always reply no matter what the decision is. I had a regular good relation with the recruiter, consequently found it very odd not to hear from her
That's not true that they always reply. When I have been involved doing interviews it's always no news = no offer
