Not sure in US, but no layoffs or any such thing in India. Infact saw a LinkedIn post where Optum recruiter's are asking to send profile of those who are paid off

UHG has nothing to do with OPTUM , its funny how people relate UHG business with optums performance and stats. Nowhere in your internal business financial report(circulated via email every quarter) you'd see UHG business number. Optum is UHG's captive and it doesn't just handles UHG's project it has many other outsourcing clients as well. So to answer your question rampdown downsizing would merely only depend on the project you've been assigned to.
Your variable pay would also depend on the business that Optum has done not on UHG's growth/business numbers. So everyone out there please don't blindly follow what HR's feed you do your own research
