It is fairly normal. In consulting I do know many instances where they will set your level based on experience and how you interviewed. They probably did really like you but you don't have enough experience or didnt interview well enough to the higher level.
If you have less than 2 years experience, not getting SA is not exactly bad on their part. If the comp is good you should take it and will likely get promoted in a year to SA assuming high level of performance.
I filled out the new application link she sent this afternoon, should have the offer details tomorrow end of day. She said they didn’t have a number decided yet over the phone when I asked so I’m still in the dark. I’ll update when I get it if it’s still relevant
This can happen at any firm. While recruiters can generally do a better job of understanding the differences at various ranks from company to company and set better expectations, if the interviewers don’t think you’re ready for the rank you applied to but still liked you, they can still make the offer at the lower level which can be better than an outright rejection.
This seems like the right perspective. My initial thought was it was intentional since they’re a bigger name than where I’m currently at, and they thought I should just be glad to be there, but consensus appears to be leaning towards a communication misfire. Appreciate it

Similar thing happened to me way back when I joined Deloitte. Approximately 5 YOE at the time at a very toxic T0 firm when the recruiter reached out for a SC position. Went through the interview loop and they came back with a C offer instead. I ended up taking it because it was a slight comp bump (under $5k) and I was desperate due to how toxic my then-current role was.
