I doubt your agency will give you a buy back. Each agency has a different rule, though.
Be sure, if you're getting insurance from a partner's plan, you confirm you don't have to elect to take coverage from your employer.
My spouse's insurance required I take it through my employer if offered.
I'm under my parents plan, I don't think that that's a concern there but I could be wrong.
And cool I'll just ask what their policy is on that
You never have to buy in to your employer's health plan. To CM1s point, certain restrictions apply when it comes to spouses, but doesn't sound like that's your issue.
Oh I mean...don't full time places pay for your insurance as part of their benefits? My question is if I'm not accepting that free insurance than could I be compensated for it? I could be wrong about how insurance

They offer it to you as a benefit, but you still pay a good amount for it unless you work for Google. It's part of their benefits package, but you simply won't pay to have it if you're opting out, it's not like you're going to get anything extra for not using it.
A portion of your check goes towards healthcare. It is not free, you just get a company rate. So if you opt out of healthcare you should be able to save each pay period.
