EY1, it's a fair question to raise, and nothing is ever 100% binary. But, based on my experience in PE-owned orgs (lots of layoffs) and larger organizations with layoffs plus anecdotes from peers with similar experience, broad 5%+ layoffs tend to be pretty ham-handed because they inherently lack precision at scale. Often, HR just ends people's livelihoods and line managers get little say (e.g., Better layoffs). For broad layoffs, it just isn't feasible to internally transfer "high" performers around the enterprise.
That being said, I'm making an assumption that OP is at a medium sized+ company with broad layoffs and entire teams being eliminated. Illustrative: If OP is at a < 100 person company, and their team is N = 2 and was underperforming and got all eliminated, then I can definitely see a negative perception (justified or not).
From who? Other companies? Reorgs happen all the time.
Who cares?
Focus on you and moving forward.
