CM is such an ambiguous term, I'd focus on identifying your personal niche and leverage that to "brand" yourself. At a tactical level CM can be focused on training / learning dev. and comms. At a strategic level it can be org transformation / design, leadership dev., etc. All of these have their place in industry and can be high demand if properly branded.

Yes, especially with the changing populations of millennials and the shifting out of the aging work force then globalization. You need people who understand the people issues from a business perspective.

Yes - I used to work in industry for a Fortune 50 company, and we had a few people in HR that focused on change management. But best to broaden your skill set with complimentary Human Capital skills.

No, it can be in IT as well. HR is more focused on organizational change and IT more system implementation
Yes, it's an increasingly valued skill set and no, it doesn't always translate to HR. I have a few clients who are adding CM roles within their strategy/execution functions.
In my last job, my team was under reorg. CRO brought in a guy who had done this for at least four large teams. He is famous in the CRO org for this. So it can be an FTE function but very rare.
