Is it a good idea to leave for another firm/industry given the recent layoffs at other companies? Imagine better to leave for a larger firm vs one that is still young or a startup?

I am tech guy with almost 3yr exp, but I want to switch to a Management role. Going for an MBA is not possible for me. I was wondering about the possibility to switch to a management role within the next 2 years without an MBA. Company/Brand is not a bar for me.
