Are you currently a manager or senior manager/ director? It’s not impossible but is normally more difficult because you are learning a new firm, while trying to build your network, and there are likely homegrown peers who have been there for 10+ years that you would be evaluated against.
When you mean book of business if they didn’t have open projects for you to fill they wouldn’t hire you but if you mean business case to the next level then that may be more on you with proactively asking for support.
What I would ask yourself is what differentiates you from everyone else or do you have a specialization that others don’t. If you do then people will come to you; for example if you’re an oracle specialist.

First, they won’t “help” you. They won’t build the network for you. Book of business is yours and yours alone. Why would anyone do it for you and rather improve their own portfolio?
They can help you on getting you in the room but that is entirely depends on if you have have something to offer and if you can convince the partners that you must be in the room.
So know what you must do. You must rebuild your network and own your book of business. You must find sponsors and so on. It’s easier to do it in the firm you know and have a support structure. But it’s not impossible to do it in a new firm as long as you understand the effort. I wouldn’t jump at the expense of a strong network and support structure if partnership is your goal. Trust is earned and the counter starts every time

I imagine you could be successful… I don’t see why you wouldn’t be able to…
Why would you ever want to work for another Big 4? ;)
