We do it by baby weight. He is a good eater so as long as he is looking plump? We are cool
Kids will stop eating when they are full and ask for more if they are hungry. We always started with a smaller amount and gave more if they were devouring it or asked for more. As long as they are tracking on their growth curve and hitting milestones they are fine.

That second part, I agree with. But one year olds don’t stop eating when full. They stop when bored, or when they feel picky, or when they’re too hungry, and I’m sure multiple other reasons. Going by weight has been our safest bet, as well as supplementing with pouches on the rare occasion he refuses dinner.
