It took me 4 years to go from a 13 to a 14, then 1.5 from a 14 to a 15. 13 to 14 was at the same agency, 14 to 15 was a different agency.

I have a former colleague who, due the specialized niche she's in, has spent nearly 15 years trying to go from a 13 to a 14. On the flip side, I know people who've been very aggressive at chasing promotions and have promoted like clockwork every 1-1.5 years without being on a ladder.

In theory, ladders are the only sure way to get promoted, but even they often have caveats around higher grades if those higher grades are reserved for team leads/supervisors.

I went 11-15 in 8 years. Probably could have knocked a year off but 🤷
