Leadership says, once again, there is no budget for raises and then asks for patience. Patience is doing a lot of work in this company. At what point does this turn into unpaid labor?

Never because you're getting paid. There's no company that I'm aware of that's required by law to provide you with a raise. And unpaid labor implies that you're not being paid at all, which it sounds like you are. So when you stop receiving a paycheck, that's when it will become unpaid labor

Year three of no raise or cost of living increase. Patience is now silent quitting.

Dialed down effort significantly the one time I got a 0.0% raise (then got a nice bump when I threatened to leave)

like

It’s not as much that it is “unpaid” since you are collecting a paycheck, but “no-cost-of-living + inflation = decreasing disposable income”.

The frustration is that you are absolutely correct to be concerned that the company is taking advantage of you, because they are and because they can.

Start your new job search now while still you have employment, and “may the odds be ever in your favor”!

Or blow money on things that are not critical to the business. If you are really short on money, then you stop ALL non essential spending.

I've done so well in this new role within the company that they are hiring another person to assist with what I do. I've voiced to my boss that I'd like to manage this department and they indicated that this is the thought for the future. Now they are asking me to train this person while I have my plate full. Is it wrong for me to expect either a promotion or to be paid to train this person?

This is twice now in back to back weeks my boss has asked me where the disconnect was in our communications because I didn’t deliver on what “was asked”, even though I know damn well what was asked and what was done were the same thing. I’m not sure if he’s changing the meaning or isn’t communicating what he’s envisioning or what but it’s embarrassing to be called out like that, and to have people think you’re the dumb 23 year old.
