Are you providing feedback on why you’re declining who they identify? If so are your standards/ expectations realistic for the role/ salary range being offered? I would imagine they are either having trouble finding someone or are passing on people because they think you will just decline them based on who you’ve accepted/ rejected in the past.

Whilst I do not know the full context as to why the recruiter has become less collaborative my experience is that recruiters are very transactional and profit margin conscious that they will focus their attention on clients that will trust the quality of the candidates they put forward for consideration. If the recruiter believe they have put forward the strongest of their candidates but repeatedly declined by your company, there is a risk of lack of trust in their ability to source the right candidate based on your company’s requirements. The best option is to have a candid discussion with them and provide the feedback that you have posted here. In terms of your concern for missing strong candidates, have you considered the option of sourcing these candidates yourself or using referrals within your organisation. I have filled roles internally just by asking my team to recommend colleagues for specific role all of which have been successful. There are strong candidates out there but 9/10 times recruitment agencies are the gatekeepers either they over looking them or put candidates forward that may not meet employers standard. It’s a catch 22 situation. Open up your recruitment process to allow internal referrals or do the screening yourself without using recruitment agencies. This recruitment agency most likely have turned their focus to companies who trust the candidates they put forward . Good luck, hope you find a solution around this

Yes, but a GDS recruiter. Just called them and set the expectation well on what I was looking for. Gave them a checklist.
Not sure if you openly disclosed these "pipelines" you mentioned up front but if you didn't and explicitly specified the recruiter up front I could assume that means they made doors open for you that was unnecessary and that would irritate me if I was in their position. Assuming you did disclose them up front it pay be that they are honestly the best option to place you or the ones that have the best ROI for the recruiter and you're now a less favorable candidate than others. One doesn't have the liberty of being picky when doing business with a recruiter. As others have mentioned its a transactional service and time/energy id money and you're time:money ratio is become a bad ratio.
Are you offering enough money for the candidate you’re asking for? The first question candidates ask recruiters is about pay, so if you aren’t offering more than what they’re currently making, the recruiter doesn’t have much to work with.
