At least at my firm, counsel is seen as a stepping stone to partner, and it’s very tough to make counsel. But I’m not sure if that’s how the title is perceived in Canada.
I think it really depends on the firm and how much they value your experience. I have seen an ITLs (internationally trained lawyers) with 15+ years of experience join a firm as a Foreign Legal Consultant while they finish the NCA process, and then eventually move to Counsel.
If you haven't already done so, it would be worth looking into the process for qualifying as an ITL in Canada.
This is very firm-dependent but I think more firms nowadays are open to counsel roles prior to making partner.
