I mean I'm not a lawyer but a merit increase is tied to performance. Is it possible that you and this other person didn't "earn" an increase?

Fair enough. But 20 million of us don’t have jobs right now. Consultancies especially are hard hit with layoffs, furloughs, reduced pay and eliminated bonuses. Raises are earned through a combo of your success and your firm’s. Focus on understanding why your performance was not highly valued and fix that.

It's true what others already said: they don't owe it to you.
However, it is also true if they don't engage with you to tell you what went wrong, it is not worth your time. You can't improve yourself... so that signals one of the below:
1. They are secretly saying they don't care about you
2. They don't mind you doing the same thing for the next year or two.... no growth/no career pathing
Start looking. Hard and cold truth.

Yes they can legally do that. Merit is based on merit/performance.
Yes - companies can do that and you likely got that information secondhand. Leave it alone and look ahead.

What legal ground would entitle you to a merit increase, assuming it wasn’t specified in your contract?
It’s easy for your firm to argue that it was purely performance based given that most accounting firms aren’t giving a cost of living adjustment this year. Also at manager level I’d assume the expectation is to grow the business rather than just keep the current work streams. If you’re invested in staying in you may want to shift your focus.

Do you have the policy for the merit? Based on company profit plus personal performance? Meets should be any red flag to not give it unless you are at the top of your band. Then they may give you a spot bonus. Give them time for them to respond. It could also be a mistake on their end?
Do you have a contract defining the increases? If not, I’d suspect no. If you’re concerned, contact an employment atty in your state.
Well my performance evaluation says “meet expectation” for 2019. I have made numerous process improvements and the return this year is so much more efficient than prior years.
Well managers are rarely coached along in the way they should be. If it’s not working for u there then find something else on ur terms. Be sure to negotiate a 20% increase in the next gig.

Your employer doesn't owe you anything except a check at the end of the workday. Everything else is subjective and can be given or taken away at will. Even that paycheck.
