Candidates should be from organizations who act as business transformation and system implementation partners. The ideal candidate will have worked as a Program or Enterprise architect on at least 10 major programs that have delivered business transformation outcomes that are well known and documented within the industry.
Big 4 consulting candidates who have not worked in delivery are unlikely to have the right blend of technical and practical experience so focus on candidates who have the right mix and look at organizations like CapG, Deloitte, SAP, Oracle, IBM Business Services etc…
EY, PWC, IBM PS tend to have consulting experience only which lack the experience and exposure to seeing how solutions work in real life and tend not to understand the implications of solution design on the organization operating model post design.
First, they say to ignore Big 4 candidates but then they mention Deloitte among the organizations to focus on.
Perhaps they already have a specific candidate in mind.
This is almost satire

At least they're saving a lot of potential people time and effort since it is easier to tell if you are a fit. I wish more companies were more transparent about what/who they were looking for.
Sue them.
