Oscar is only in certain markets so if you get hurt/sick when traveling that may pose some serious oop expenses. The exchange is ok assuming you live in a major cities but the challenge is most good doctors are "full" for exchange (ACA) clients. Go direct via your local states site. Empire and BCBS offer decent plans for about $1600 for family of 2. Still expensive but at least you are covered. Unless you are a health nut who sits on the sofa I dont recommend catastrophic only.
