Tampa itself doesn’t have a beach you’d need to go to St Pete or other areas slightly west of there to go to the beach. You could base out of Tampa and drive but probably easier to stay on the beach. In Tampa proper there’s a great aquarium and zoo, plus Busch Gardens. You’re also drivable to Legoland and Disney but would recommend staying overnight in Orlando if you did that.
Miami has great beaches and a lot of the resorts have great pools and all kinds of stuff on property. We were just at the Ritz Carlton in Miami Beach last week and there were tons of families with kids there. If your main interest is beach St Pete or Fort Lauderdale would likely be cheaper though. Overall Miami and Fort Lauderdale will likely be a little warmer than Tampa / St. Pete this time of year so that may argue in their favor.

Depending on what you would like to do I would recommend Fort Lauderdale. Check out the Marriott Harbor Beach resort. That’s my go to staycation spot - very family friendly.
Tampa if you like to explore the area. Good beaches at Clearwater/st Pete, museums and aquariums for kids, some outlet shopping/international mall, and family friendly restaurants everywhere. Miami/ft Lauderdale may be better if you like posting up on the beach/hanging out at the hotel or resort. There’s museums and stuff to do there too, but feel Tampa is more kid friendly.
