It is summertime so it’s possible your body is working harder from the heat and humidity. Have you looked into a pace calculator to check that you’re really running an easy pace on easy days? Here’s one I like:

Could you hold a conversation while you run? That’s usually what I use when determining if I’m running slow enough. My heart rate is usually about 30bpm lower on easy days than speed days and I keep those runs almost 2-3 m/min slower than my speed runs. I have asthma so breathing is hard for me in the summer and using the talk test has helped.
Heat will do it. If you want to get your heart rate down try running slower, avoiding hills, and while you can’t control the heat make sure you stay hydrated and find shade wherever possible.
First of all, everyone is different, there is no "normal" heart rate and if you continuously run 25miles a week and feel ok while doing this, I wouldn't worry too much. If you are worried, you could look into doing a sports/physical fitness test, also to find out your heart rate zones, which can really help with finding your optimal training mix.
I'm 35, also run 25miles a week and my heart rate is usually about 140-150, but I also cycle (120km/week), I don't runt very fast (5:20-5:40 min/km) and am relatively heavy (~98kg) so may be difficult to compare.
I've tried to alter my stride length and also breathing in the past, but that was extremely difficult as when you stop paying attention to it, you immediately go back to your default behavior
