Recently laid off - is it better to be upfront about your current work situation in resume and job applications or should you appear as though presently employed? Feels like less of a stigma right now due to covid but wondering what’s best practice.

I seem to go through this cycle where I'll try to fix a problem, fix it and then go back to my old ways. I'm trying to fight against it but basically my performance review is coming up and I think it's likely I'm going to be let go because of my failure to meet expectations. Earlier in the year I was going through a rough time and working through it, I have gotten better over the course of the year but I feel it's not enough. I got fired from my last job. One of the best pieces of advice I received is to avoid micro-managing executive staff (agency leadership), as it puts downward and unwelcome pressure on people’s managers and ultimately oneself. Based on your experience in the last 2 years are there:

It’s so nice that every agency laying off people, have those left standing (and other agencies) trying to hustle jobs for their unemployed friends, but there are also a ton of people who were unemployed prior to Covid...so no severance, job hunting lot longer, and not earning income for longer time...hurting even MORE due to quarantine.
