Much more arbitrary than that. Billability is important, but a small percentage change isn't going to be the deciding factor. Having nowhere to bill to is a bigger issue
Layoffs have to do with the fact that the company doesn’t have enough budget to keep you. Even if your performance is great, you can get laid off if your company chooses to cut the project or business that your job does. You cannot be laid off for using benefits or PTO. And if you’re delinquent or a low performer, you can get fired, not laid off. Firing is for low performers, people who don’t do the job well, make many mistakes, don’t work well with the team, etc. Lay offs happen when companies don’t have a choice and it’s nothing personal. You can be amazing and still get laid off if the company is suffering financially.
An important thing to note is that getting fired and getting laid off are 2 completely different things.
Even if you were super busy, you may not have been billable at a high enough rate, meaning the agency was paying for your time, not the client. It's the same reason we often struggle to get additional support.
