it's hard to negotiate at ones current agency. it's much easier to get a significant number by going across town.
and that is what is fueling all the churn in the industry right now. why stay when you can jump ship for more money. loyalty is not rewarded.

Probably depends on your role.
There have been a few POVs on this on FB. Learned that many agencies present and commit to a raise during review to prevent awkward negotiations. If this sounds like your agency's MO, then give your boss your magic number right before your review. If it coincides with the completion of a good campaign or signing a large SOW, even better.
I've had a few employees ask me for a raise before their 1 year anniversary. Don't do that.
